The International Society of Female Professionals Recognizes Liz Tarquin


 

Liz Tarquin is VP of Strategic Growth and Innovation – West Coast/Pacific for IBSS. She is currently doing important work at NOAA Fisheries, assisting with developing the agency’s Next Generation Data Acquisition Plan. This project is the first update since 1998, and will help NOAA Fisheries develop the strategic framework for how it will obtain, organize, secure, and make accessible information relating to living marine resources and their habitats.

Given the great need to detect and understand the fundamental changes in the oceans in the coming years, this plan will lay out how NOAA Fisheries will transition its data collection in the near and long-term (10-20 years), including consideration of new surveys, technologies, and analytical capabilities (e.g., uncrewed systems (UxS), environmental DNA (eDNA), machine-learning and artificial intelligence (AI/ML), among others). The plan will also articulate how NOAA Fisheries will achieve effective and efficient prioritization of limited resources to achieve its data collection objectives.

Elizabeth Tarquin is a business strategist, capture tactician, solutions architect, information technologist, program and project manager, and team leader with over 27 years of professional experience delivering science-meets-IT solutions to government and industry. Her success record includes results-driven business development and operations for a broad range of U.S. and international customers, including NOAA Fisheries and Oceans, the New Zealand Ministry of Primary Industries, the U.S. Department of Agriculture (USDA), the U.S. Department of Defense, the National Institutes of Health (NIH), and others.

She graduated Magna Cum Laude from Georgetown University with a degree in International Business and Marketing, and holds her Project Management Professional (PMP), Agile, and ITIL certifications. She is based on Oahu, Hawaii, and is a dual U.S.-NZ citizen.
